Ask for a refund below. The model can propose one — but a deterministic rule decides whether it actually executes, before anything runs, not after. Refunds are simulated: no real payment ever moves. Requests over $100 are automatically held for human approval instead of running.

What this proves: the policy decision is signed before the action runs, and a $5,000+ refund never reaches the (simulated) payment handler at all — it's held for a human, every time, deterministically. What it doesn't do: move real money. This is a governed-action pattern demo, not a payments integration.
